1.2A Oregon Transfers (Oregon)
When your student enrolls with OpenEd, they'll be a public school student enrolling with one of our partner districts (Scappoose, Nyssa, or Three Rivers).
The state of Oregon requires a release from your resident district even if your student has never been enrolled or has previously been released to a different district.
As part of your enrollment with OpenEd, you'll sign a transfer form.
Don't worry - we'll do most of the work!
What To Expect
After your OpenEd application is approved, we'll send you a link to get started on your transfer form.
We'll ask you to confirm your name, address, email, and phone number.
(Since we use your address to find your resident district, please don't use a PO Box.)
Make sure your emails match!
So we can automatically populate your student's information on their transfer form, please use the same email address that you used on your OpenEd application.
After you click Start Your Transfer, you'll receive an email with a form that has all of your student's information already filled in.
All you'll have to do is digitally sign the form and submit it.
You'll receive an email confirming that your submission went through.
We'll take care of the rest, and we'll let you know via email once the process is complete.
Enrolling multiple students?
No worries - your transfer form will include all of your students' details.
In most cases, you will only need to fill out one transfer form for your family. (If you need more than one, our team will let you know.)
Uploading Your Completed Form
On the Enrollment tab of the OpenEd platform, you'll see a task labeled Transfer Form.
On that task, we'll ask you to upload your transfer form after all parties have signed it (meaning you, your resident district, and our partner district).
After we email you the completed form, please upload that document to the task and submit it.
That's your last step!
If you were routed to an Intent to Enroll (ITE): You can upload once the district has signed the form. If your district did not sign after 10 days have passed, OpenEd will upload for you and approve it.

Q: What is an Oregon transfer?
A: The Oregon Department of Education allows for students to transfer from their resident district to another district.
In the case of enrolling with OpenEd, your child will be a public school student enrolled with one of our partner districts- Scappoose, Nyssa, or Three Rivers. Oregon requires a transfer from your resident district to our partner district.
Each district is a little different. We've done all the research on each district's process to make this as easy as possible for you.
The sooner the transfer is completed, the better. Some districts will reach their 3% cap. This means that they will not release any more students. If this happens, we will work with you to find every available option moving forward.
Q: I live in Nyssa, Scappoose, or Three Rivers. Do I still need this?
A: Good news — no!
Families who live in Nyssa School District 26, Scappoose School District 1J, or Three Rivers School District are already covered and can skip this step.
We'll confirm this with your proof of residency submitted during enrollment.
Q: What happens after I sign?

Q: How long does this take?
A: Most families complete their part in 2–3 minutes.
District approvals can take anywhere from a few days to a couple weeks, depending on the district. Signing quickly helps us submit sooner and keep things moving.
Q: What if I haven't heard back from my district?
A: Totally normal — some districts just take time.
A quick follow-up from families often speeds things up. You can call or email your district to check on the status.

Q: What if my district denies the request?
A: Unfortunately, this happens sometimes, but it doesn’t mean you’re out of options.

Q: When do I upload this transfer form into my enrollment task?
A: Please upload your Inter-District Transfer Form (IDTF) once ALL parties have signed. This means you have signed, your resident district, and our partner district.

Uploading an incomplete IDTF or ITE may delay enrollment.
Q: Can OpenEd fill this out for me?
A: Because it’s a legal school document, parents must sign it themselves.

Q: I've applied, but I'm not 100% sure that my family is going to enroll. Should I wait to fill out the transfer form?
A: No, please go ahead and start the process. Nothing will be official until enrollment tasks are 100% complete and approved and we send all information to our partner district.
If you decide to not move forward with OpenEd enrollment, filling out the transfer will not affect your current enrollment or homeschooling.
Q: How many forms do I need to complete?
A: For most families with more than one student enrolling in OpenEd, you will just need to complete one form with all students listed.
There are some instances where you will need more than one form, but we'll let you know!
